JOB SUMMARY

Community Resource Officers assigned to the Magistrate Recovery Court are a member of the Recovery Court Team and work closely with police officers and other Recovery Court Team members to support and carry out the mission of the drug court. Community Resource Officers assist in a variety of ways, including monitoring the program compliance of high-risk recovery court participants such as compliance with court orders, recovery court programming, clinical assessments, screening, verification of education and treatment compliance, abstinence, employment, and responsibility for financial obligations. Community Service Officers must possess excellent communication skills and be efficient in performing duties under stress.

ESSENTIAL JOB FUNCTIONS

• Assists with screening potential recovery court participants.
• Prepares all necessary documents and pertinent forms, distributes informational handouts, answers general program questions, and explains all program rules and conditions to participants.
• Conducts interviews with drug court participants according to program terms and/or risk and needs assessment schedule, explains in detail all rules and conditions of the Recovery Court Program, evaluates participants’ progress toward completing terms of the program, reviews deficiencies, refers individuals back to treatment centers, and/or provides referrals to additional services.
• Assists with grant and other regulatory compliance and reporting for the drug court.
• Assists with drug screening as necessary, including breathalyzers/urinalysis collection.
• Makes home, field, face-to-face, phone, and in-office contact with participants on a regular basis.
• Participates in status hearings and Recovery Court Staffing Meetings on a weekly basis.
• Informs the judge and other drug court team members of any violations of court orders or drug court rules and policies.
• Performs data entry and maintains case files for participants.
• Assists participants to secure employment, educational, medical, substance abuse treatment, and social services.
• Participates in and contributes to ongoing training programs and keeps informed of new developments and best practices in the drug court field.
• Coordinates services and communicates with various treatment agencies, the court, prosecutor’s office, etc.
• Provides community outreach and coordination of services.
• Performs other duties as assigned.

QUALIFICATIONS

Education and Experience:

• High School Diploma or GED is required, however an Associates or Bachelor’s degree in the behavioral sciences, criminal justice or a related field, or equivalent combination of training and experience is preferred; and
• 0-3 years of progressive experience in social work, counseling, drug treatment, or law enforcement related field is preferred.

Licenses or Certifications:

• Maintain a valid State driver’s license.
• Complete and pass an AZPOST approved defensive tactics course.

Special Requirements:

• Successfully pass a background check and drug test.
• The ability to work days, and occasionally work nights and/or weekends.
• The ability to maintain training, experience and certifications related to job functions.
• Must be insurable and able to drive a City of Page vehicle.

Knowledge, Skills and Abilities:

• Basic knowledge of computer operations, including word processor, printers, scanners, etc.
• Ability to strictly adhere to Department procedures.
• Ability to communicate with uncooperative, resistive, hostile, emotional, intoxicated, or traumatized individuals.
• Ability to develop and maintain positive working relations with other departments, city personnel, residents, and the Recovery Court Team.
• Independent body mobility to stand, walk, bend and sit for prolonged periods of time and/ or drive a vehicle.
• The manual dexterity necessary to reach, grasp, handwrite, and use a computer.
• Vision sufficient to see and read.
• Hearing and speech sufficient to communicate in person and over the phone.
• The ability to withstand varying weather temperatures.
• The ability to lift, drag, push and carry items of various weight.
• Self-control, patience, initiative, courtesy, tact and diplomacy in order to maintain effective relationships with a diverse population.
• Interviewing, motivating and interpersonal relationships.
• Time management and organization with the ability to apply principles and methods of correctional casework.
• Critical analysis of individuals and situations in order to problem solve and make sound decisions.
• Effective oral and written communication in English.

PHYSICAL DEMANDS

While performing the duties of this job, the employee may need to exert in excess of 50 pounds of force occasionally. The following physical abilities are required: crouching, feeling, fingering, grasping, handling, hearing, kneeling, lifting, mental acuity, reaching, speaking, and standing, stooping, talking, and visual acuity.

WORK ENVIRONMENT

The work requires decision making that could lead to major community or organizational consequences if this position fails to make the appropriate decision at the time.
